NEW YORK, Sept. 24 (UPI) -- Crude futures opened above $31 per barrel on the New York Mercantile Exchange Tuesday amid continuing talk of a war in Iraq. November prices quickly slipped back to around $30.75 per barrel, but that was still higher than the day before and near a 19-month high for NYMEX.
