Senate approves independent Sept. 11 panel

WASHINGTON, Sept. 24 (UPI) -- The Senate overwhelmingly approved a measure to form an independent commission to investigate intelligence failures that failed to prevent the Sept. 11, 2001 terror attacks. Both parties added the language to a homeland security bill, whose passage has come into question as each party accuses the other of politicking on the issue.
