OTTAWA, Sept. 4 (UPI) -- A Canadian Senate special committee has recommended that marijuana use and possession be legalized and blanket amnesty be granted to anyone ever arrested for cannabis-related offences. The Canadian Parliament will take up debate on the report in coming weeks, and could call for a national referendum.
