Victims wanted more from bishops

DALLAS, June 15 (UPI) -- While the leader of the nation's Catholic bishops hailed their new rules for dealing with sexually abusive priests, survivors of past abuse charged the church's leaders should have done more to discipline priests and punish bishops. The victims' groups wanted a tougher zero tolerance stand on abuse and more accountability from bishops.
