WASHINGTON, May 9 (UPI) -- Former Vice President Dan Quayle says one formula to avoid poverty is to finish high school, wait until marriage to have children, and wait until age 20 to get married. Quayle spoke Thursday, 10 years after his controversial "Murphy Brown" speech about responsible parenting.
