Ray: Clinton could have been prosecuted

WASHINGTON, March 6 (UPI) -- Independent counsel Robert Ray released his final report on the Monica Lewinsky matter Wednesday. Ray, who cut a deal with former President Bill Clinton in January 2000, said there was sufficient evidence to prosecute the president.
