WASHINGTON, Dec. 6 (UPI) -- The White House and the U.S. Commission on Civil Rights Commission were locked in a growing battle Thursday, after Chairwoman Mary Frances Berry said President Bush would have to send U.S. marshals before she would seat his appointee on the panel. At issue is the term length of an appointment made by President William Clinton.
