Dallas Cowboys quarterback Tony Romo, less than six weeks removed from surgery on his left collarbone, has declared himself ready for the launch of the offseason program that begins Monday.

Romo began throwing the football earlier this month and said he feels "great."

"I can throw fully,'' Romo said Saturday morning from AT&T Stadium where he made an appearance at an All Pro Dad event. "I've been throwing fully here for a good week-and-a-half, two weeks. It's been good. Everything is going great.''

Romo, who will turn 36 on April 21, underwent surgery to strengthen the bone on March 8, at which time he was projected to need 6-8 weeks to recover and rehab. He had a Mumford procedure in which a portion of the clavicle is shaved down to alleviate stress on the bone.

Romo broke the collarbone twice last season, limiting him to just four games. Romo also broke his collarbone in 2010.

As dictated by the NFL's Collective Bargaining Agreement, the offseason program starts with two weeks of strength and conditioning. The second phase of the program includes on-field workouts, drills and instruction -- though no live contact or team offense vs. team defense drills are allowed.

Romo said he has had an opportunity to throw with his receivers, including Dez Bryant.

"We've gotten out there," Romo said. "It's part of the offseason and you're always getting better."

Romo said the Cowboys have had strong participation throughout the offseason, even though the program doesn't officially start until Monday.

"We've had a great turnout," Romo said. "A lot of guys are wanting to get in and get after it, and I think that's a great sign. I'm all for seeing all the guys in there every day."

The Cowboys went 4-12 last season, including 1-11 with three backup quarterbacks, as Romo missed 12 games.

In four starts last year, Romo finished with 884 passing yards, five touchdowns and seven interceptions.
