Seattle and Tulsa both had equal chances (36 percent) at winning given their league-worst 12-22 records, while the Connecticut Sun actually had two shots for a combined 28 percent chance stemming from an April trade with New York.
The Sun, who won last year's lottery, settled for the third and fourth picks. They acquired New York's first-round pick in a draft-day deal involving Tina Charles.
Tulsa will pick second.
