The fine comes after Noah earned a second technical foul and was ejected in the third quarter of Chicago's 99-70 loss to the Sacramento Kings Monday.
As he exited the court, he used foul language in verbal assaults against all three game officials, NBA President of Basketball Operations Rod Thorn said.
"I'm really disappointed," Noah told the Chicago Tribune after the game. "I shouldn't have acted that way. I apologize. I'm sorry to all three referees out there. They're out there trying to do their jobs and I should never have said the things that I said."
Noah, who has been selected to the upcoming NBA All-Star Game, is averaging 11.6 points, 11.3 rebounds and 4.1 assists for the Bulls this season.
