Toronto won despite making 40 percent of its shots from the field, but the Raptors went 31-of-34 from the foul line.
Jonas Valanciunas chipped in 16 points and 11 rebounds for the Raptors. Amir Johnson had 10 points and 11 rebounds.
Detroit was led by Brandon Jennings with 22 points.
