Allen said the decision was made after McGloin threw three touchdown passes while subbing for the ineffective Terrelle Pryor in the Raiders' 28-23 road victory over Houston.
McGloin, an undrafted free agent out of Penn State, completed 18-of-32 attempts for 197 yards in his first NFL start.
Pryor was on the inactive list against the Texans after passing for just 122 yards with an interception in Oakland's Nov. 10 loss to the New York Giants, one week after he suffered a sprained knee.
Pryor has racked up 504 rushing yards to lead all NFL quarterbacks, but has tossed 10 interceptions in eight starts.
