Fernando Martin Vicente was fined 5,400 euros ($7,360) Monday for his role in sending a team of 12 players, each allegedly mentally disabled, to the games in Sydney.
Journalist Carlos Ribagorda secretly signed on as a team member, and exposed the scheme in an article published in Spain's Capital Magazine, the Spanish website TheLocal.se reported.
Ribagorda said the Spanish Paralympic Committee never tested the players for mental handicaps.
After an official investigation, the former president of the Paralympic Committee paid back 142,355 euros ($193,245) in subsidies received by the organization. Spain was stripped of its gold medal, which was given to Russia. Charges against 18 others named in the investigation were dropped, TheLocal.se said.
