The Timbers were leading 1-0 in the 75th minute when Camilo's free kick deflected off the head of Portland's Rodney Wallace and past goalkeeper Donovan Ricketts.
After the Timbers' Will Johnson quickly responded in the next minute with a goal to put Portland ahead again, Camilo answered only seconds later with a spectacular diving volley for a score.
Despite gaining a point, the Whitecaps (11-11-9) remained well outside the Western Conference playoff picture.
Darlington Nagabe also scored for Portland (12-5-14), which holds the third seed in the West.
