The Cubs had originally planned to begin upgrading the stadium at the conclusion of the current baseball season, but the Chicago Tribune said Saturday the team had not applied for any building permits.
The Cubs have apparently have held off because of the possibility of a lawsuit filed by the rooftop stakeholders who fear new billboards will block their views.
A spokesman for the rooftop owners said they had no problem with work beginning on facets of the project that did not involve billboards.
"There is nothing stopping the owners of one of the most valuable teams in baseball from fixing the dugouts, the bathrooms or the multitude of improvements that are long overdue," said Ryan McLaughlin of the Wrigleyville Rooftops Association. "Those aspects of renovation have nothing to do with the issue between the Cubs and rooftops."
