The Japan Times said 75 percent of the sports venues will be within a few miles of the Olympic Village rather than being spread over a much wider area.
The Olympic Village itself will be built on a site currently used as landfill on the Harumi waterfront in the city's Chuo Ward. Twenty-eight of the 37 venues will be within 8 kilometers (4.9 miles) of the village.
The Olympic Village will be converted into condominiums, apartments and other uses after the games. The Japanese capital will also have a new swimming arena and 80,000-seat stadium as its Olympic legacy.
