The third-seeded Halep kept her hot streak going with a 6-2, 7-6 (7-1) win over fellow Romanian Alexandra Cadantu, giving her 15 wins in her last 16 matches and her third appearance in a finals match in her last four tournaments.
Halep lost in the second round of Wimbledon last month, but won her first WTA titles in June at the Nuremberg and Den Bosch tournaments.
Meusburger earned a berth in her second career championship match by cruising past sixth-seeded Chanelle Scheepers of South Africa 6-2, 6-2.
Halep and Meusburger have met three times in the past, all qualifier matches. Halep leads the series 2-1.
