Luiten, who led by one shot after Friday's second round, birdied three of his final four holes to go 16 under for the tournament.
"Once I settled down a bit I started to play better, hitting some good shots and make some putts," said Luiten, who bogeyed the first and fifth holes before getting on track on the back nine.
Jorge Campillo carded a 66 and Eduardo De La Riva shot 69 to tie for second place at 13-under.
Thomas Bjorn turned in a sparkling 8-under 64, including eagle on the par-4 12th hole, to move into a tie for third with Romain Wattel, who shot a 69 Saturday.
