Berlocq got past Simon, ranked 13th in the world, 6-4, 5-7, 6-4, 6-4 to boost Argentina into a September semifinal match-up against the Czech Republic.
Simon came into the match with 4-2 record in his last six meetings against Berlocq but was bothered by a back injury sustained Friday in a loss against Argentina's Juan Monaco.
France had forced the decisive fifth match of the quarterfinal tie after Jo-Wilfried Tsonga surprised Monaco 6-3, 6-3, 6-0 in Sunday's first reverse singles contest.
Argentina will now go on to seek revenge on the Czechs, who eliminated them last year's semifinals.
