Charlotte, owner of the worst record in the NBA, won for just the 16th time this season. The Bobcats have captured two in a row for the first time since claiming three straight Nov. 10-14. The back-to-back victories follow a stretch in which Charlotte lost 12-of-13.
Toronto pulled within two with 12 seconds left, but Mullens then hit two foul shots, came up with a key steal and made two more to secure the victory.
Mullens made 7-of-11 from the field and scored 25 points to pace the Bobcats. He is averaging 11 points a game this season. Gerald Henderson added 21 points and was one of six Charlotte players in double figures.
It was Charlotte's 10th home win of the campaign in 35 tries.
Rudy Gay scored 25 points for Toronto, which has lost back-to-back games.
