The third-seeded Andujar, who defeated Italy's Potito Starace in last year's title match, converted five of his 11 break point opportunities in his 6-3, 7-5 semifinal win over Italian Flavio Cipolla.
Andujar reached his fifth career final.
He will be facing off against Ramos, who gutted out a 6-3, 7-6 (9-7) win over Russian Igor Andreev.
Ramos, seeded seventh, corralled his first finals appearance with Saturday's win.
