Rodgers (12-of-17 passing, 181 yards) shrugged off numerous miscues to hang on for the win, the Packers' 10th straight over Detroit.
The Lions (0-4) pulled to within two points on a 24-yard Jason Hanson field goal with 11:51 to play, but could get no closer. Rodgers led the Pack on a 12-play, 63-yard drive, gaining six first downs to eat up the game's final 6:32.
Shaun Hill, making his third consecutive start for Detroit, finished 34-of-54 for 331 yards with two TDs and a pair of interceptions.
The Lions suffered their 23rd straight road loss, one short of the NFL record of 24 away-game losses in a row, set by the Lions from 2001-03.
