Steven Reinprecht and Jordan Leopold also scored for the Panthers, who won for the fifth time in their last six games.
Tomas Vokun had 32 saves in the victory. Lundqvist allowed three goals on 28 shots.
The Rangers led 1-0 after one period on a goal by Vinny Prospal at 5:49. The Panthers responded with the next three scores, culminating with Horton's goal at 2:35 of the third period.
Marian Gaborik pulled the host Rangers to within one goal at 6:01 of the third period on assists by Prospal and Michal Rozsival.
