Johnnie Lee Higgins caught six passes for 52 yards and Chaz Schilens hauled in another scoring toss for Oakland.
Jeff Garcia completed 17-of-33 passes for 257 yards and a touchdown for Tampa Bay (9-7), which lost four straight games on its way to missing the playoffs.
Carnell Williams ran for 78 yards and two touchdowns for the Bucs.
