Ramon Ramirez kept the Reds in the game, throwing six innings of one-hit, one-run ball before giving way to the bullpen. The win went to Jon Adkins (1-0), who got out in the bottom of the 10th. Francisco Cordero pitched a perfect 11th for his 29th save.
Wilkin Castillo went 3-for-3 with a run scored and Edwin Encarnacion added a homer for the Reds, winners of three straight.
Ray Durham had a pinch-hit three run homer to tie the game in the seventh but the Brewers lost their third straight to stay 4 1/2 games behind the Chicago Cubs for the National League Central lead.
Milwaukee starter Jeff Suppan gave up four runs on six hits and two walks in 5 1/3 innings while striking out two. Seth McClung (5-6) took the loss.
McClung sandwiched two outs around Corey Patterson's double, intentionally walked Joey Votto and then relinquished Phillips's game-winning single to center.
