Brees completed 23 passes for 343 yards and three touchdowns, with one interception. The pass to Bush, with 7:38 to play, turned out to be the game-winner.
Bush finished with 163 yards ---112 receiving and 51 on the ground.
Jeremy Shockey caught six passes for 54 yards in his first game with the Saints (1-0), who acquired him in a trade with the New York Giants.
The Buccaneers' Jeff Garcia was 24-of-41 for 221 yards and a touchdown. Garcia was intercepted once.
Ernest Graham carried 10 times for 91 yards for Tampa Bay (0-1).

Roman Polanski's lawyers have filed a request in a Los Angeles court asking that criminal charges brought against the filmmaker 30 years ago be dropped.
