Carlos Pena hit a solo homer before the right-fielder's ground-out with no outs in the top of the fourth.
Pena's 18th home run this season pulled Tampa Bay into a 2-2 tie.
Carl Crawford had two hits and one RBI, while both Dioner Navarro and Akinori Iwamura had two hits each for the AL East Division-leading Rays, who recorded just the fourth win in their last 11 road games.
Winner Edwin Jackson (7-7) yielded two earned runs and seven hits in five innings.
Closer Troy Percival followed three other relievers to record his 23rd save.
Both Toronto runs scored on Lyle Overbay's first inning homer.
Joe Inglett had three hits and Alex Rios two for the Blue Jays, who had won six of eight.
Losing pitcher Scott Richmond (0-1), making his major league debut, surrendered three earned runs and seven hits in 5 1/3 innings.
