SAN FRANCISCO, Jan. 2 (UPI) -- The San Francisco 49ers announced Wednesday that Mike Nolan will stay on as coach but will no longer be in charge of personnel changes and football operations.

At the same time, the 49ers announced that Scot McCloughan was promoted to general manager.

McCloughan apparently will handle personnel decisions while Nolan concentrates on coaching.

San Francisco was 5-11 this season and has had a 16-32 record since Nolan became coach three years ago.

"I will remain the one voice of this organization and the face. I will not have the trigger on the personnel changes," Nolan said. "It's as simple as this: If there's a disagreement on players and we could not come together, Scot will make that decision when it comes to personnel ... . When it comes to the coaching staff, those are still my decisions."

Team owner John York said the 49ers had a "frustrating season" after starting out with high expectations.
