The Dolphins chipped away with a pair of second-quarter field goals by Jay Feely to pull to within one.
Pennington then threw four yards to Chris Baker for a touchdown with two seconds remaining in the half to give the Jets a 21-13 lead at the break.
New York moved ahead, 31-13, on a 21-yard field goal by Mike Nugent and Pennington’s two-yard run up the middle with 12:51 to play in the fourth quarter.
