Both are 7-under 209 through 54 holes. Higley shot 2-under 70 Saturday, and Gonzalez moved into contention with a 3-under 69.
"I need to win a tournament," the 37-year-old Gonzalez said. "This is my focus for this year. This week would be perfect and I've got a good chance. My experience should help if I am right in contention near the end of my round."
Gonzalez has not won a title since the Open de Sevilla in Madrid in 2004.
Angelo Que (68) of the Philippines is tied for third with American Edward Loar (72) and Prom Meesawat (70) of Thailand at 5-under 211.
The heat in Kuala Lumpur again was oppressive, but most players held up well. The second round was completed Saturday morning after being suspended Friday because of lightning and a rainstorm.
