Carter, who started all 16 games for Dallas last season, was let go Aug. 4. The Cowboys did not give an official explanation for Carter's release, but there has been speculation that the four-year pro failed a drug test.

"You don't go from being a starting, playoff quarterback in this league to someone not good enough to make the 80-man roster next summer," said Richard Berthelsen, general counsel for the union.

Cowboys owner Jerry Jones and Coach Bill Parcells denied reports of a failed drug test and have said little publicly about the reason for Carter's dismissal, although Jones has stated he would be willing to discuss the situation with the NFL or the players association.
