Moninger suspended for doping violation

COLORADO SPRINGS, April 3 (UPI) -- For the second straight day, an American athlete has been suspended for committing a doping violation.

On Thursday, cyclist Scott Moninger was banned one year by the American Arbitration Association/North American Court of Arbitration for Sport for testing positive at a competition in Boulder, Colo., on Aug. 10.

Moninger, 36, tested positive for 19-norandrosterone, a prohibited anabolic agent under Union Cycliste International rules. UCI is the international federation for cycling.

Because he was suspended Oct. 6, Moninger's ban concludes Oct. 5. However, he was disqualified from his third-place finish at the event, and was fined 700 Swiss Francs, in accordance with UCI rules.

USA Cycling, the national governing body for the sport in the United States, will carry out the sanction.

On Wednesday, the U.S. Anti-Doping Agency announced that snowboarder Chad Otterstrom was suspended for life after a second positive test of the stimulant methylphenadite, which is considered by many experts to be stronger than cocaine.

Thursday's announcement was the sixth issued by the USADA already this year.

The USADA became the independent anti-doping agency for U.S. Olympic, Pan-Am, and Paralympic athletes on Oct. 2, 2000.
