TORONTO, May 2 (UPI) -- The premiers of Canada's provinces split at a Toronto meeting over how to handle the issue of climate change.
At the Tuesday meeting, leaders from British Columbia and Quebec advocated a North American solution, which has been discussed with representatives of U.S. states Vermont, New York and New Jersey, and Ontario backing a plan that caps greenhouse emissions across the country, the Globe and Mail reported Wednesday.
The North American plan involves a cap-and-trade system, which would allow companies that pollute too much and companies that pollute less to have their emissions measured as a total.
Danny Williams, premier of Newfoundland and Labrador and chairman of the meeting, said the leaders knew going into the meeting that reaching a consensus would not be easy.
"This wasn't about whether we agreed with each other on all issues," he said. "We realize you can't come up with a one-size-fits-all for climate change."
