New theory addresses frozen Earth paradox

BRUSSELS, July 12 (UPI) -- The European Commission fined Microsoft $357 million for not complying with its anti-competition ruling.
The European Union had ruled in 2004 that the software giant should provide rival companies with information about its Windows operating system. Microsoft, however, is expected to appeal against the fine and the daily fines that the commission has threatened it will impose from July 31 onwards.
"I regret that, more than two years after the decision ... Microsoft has still not put an end to its illegal conduct," said EU Competition Commissioner Neelie Kroes, adding that she had "no alternative but to levy penalty payments" against Microsoft as "no company is above the law."
