New theory addresses frozen Earth paradox

LONDON, Nov. 1 (UPI) -- Energy and environment ministers from 20 nations were in London Tuesday for talks concerning global climate change.
The talks were to focus on curbing global warming through technology, not binding international agreements, the BBC reported.
Opening the meeting, British Environment Secretary Margaret Beckett said the climate change timetable is being dictated by nature, not politics.
"Technology is essential to make the transition to a low-carbon economy and targets ... have a vital role to play in driving forward that progress," said Beckett.
Later this week, more than 40 governments will take part alongside business leaders in other London negotiations aimed at improving energy efficiency, the BBC said.
