
WASHINGTON, April 21 (UPI) -- U.S. Rep. Jim Davis, D-Fla., Wednesday introduced legislation to fund state or publicly owned desalination facilities.
"With every scorching summer, America rapidly depletes our fresh water supply," said Davis. "It is time for Congress to take steps to help water parched communities take advantage of innovative technologies to address water shortages and plan for the future."
The bill, known as the Desalination Energy Assistance Act of 2004 would establish a program through the Department of Energy to offer Energy Assistance Payments to eligible desalination plants. Funds for the initiative would originate in DOE's renewable energy program.
The bill calls for the authorization of $200 million over a five-year period.
Desalination removes salt and other minerals from seawater or brackish water to produce fresh, drinkable water.
"Taking water from the ocean ... and converting it ... to pure, clean water for homes businesses and farms has been an American dream for decades," said Hal Furman, executive director of the newly created U.S. Desalination Coalition.
