Plans urge $2B in preparedness spending

WASHINGTON, Oct. 9 (UPI) -- Legislative and academic proposals put before a subcommittee of the Senate Health, Education, Labor and Pension Committee on Tuesday advocate spending almost $2 billion to improve U.S. capabilities to respond to a biological or chemical terrorist attack. The primary difference in the academic proposal is an additional $300 million to be devoted to state and local first responders.
