U.N. Investigators Say Afghanistan Runoff Needed

The investigators threw out nearly a third of President Hamid Karzai's votes from the country's disputed August election, which would set the stage for a runoff election. It's unclear whether the Afghan-led Independent Election Commission will accept the findings.
