Jan. 17 (UPI) -- This would probably draw a penalty flag for illegal touching…

It appears that when New York Jets tight end Kellen Winslow Jr. was arrested back in November for possession of synthetic marijuana in a Target parking lot in New Jersey, the reason that police approached him was because a woman reported that she had seen him masturbating in his vehicle.

According to court documents, an unnamed woman who parked next to a black Cadillac Escalade outside a Target in East Hanover on Nov. 19 saw a man in the SUV -- Winslow -- masturbating.

According to the police report:

“As she exited her vehicle, she commented to the male regarding how cold it was. As she stood near the open driver side window of the Escalade, she observed the males erect penis. She stated that she believed he was masturbating. [The woman] provided a written statement regarding her account.”

An officer who responded to the scene discovered Winslow "slouched in his seat and moving around." The NFL player told the officer that he was looking for Boston Market but that he got lost.

Although Winslow’s “genitals were not exposed," the officer did see "two open containers of Vaseline on his center console" and plastic bags marked "Mr. Happy."

Winslow reportedly told the officer that he smoked "Mr. Happy" and another substance called "Funky Monkey” because they wouldn’t show up on NFL drug tests.

Lab tests revealed Winslow was in possession of synthetic marijuana and he was formally charged on Dec. 30. He pleaded not guilty last week. He was not charged with any crimes involving lewd behavior.

The 10-year NFL veteran will be an unrestricted free agent in 2014.
