Brandt, speaking on the Cat's behalf, responded to a question about the fictional character releasing his tax returns by saying the anthropomorphic feline "will be fully transparent."
Brandt said the Cat is running as an independent and will be seeking cabinet members who can speak in rhyme.
The campaign's official website, catinhatforprez.com, allows children to vote on the Cat's platform.
Potential themes for the campaign include education, ocean conservation, preserving the environment, fighting hunger and kindness.
Welsh offered the cat his enthusiastic endorsement.
"This is an opportunity for us to recognize the wonder and the pride we have in Springfield for being the home of Dr. Seuss," Welch said.
