TWC News reports that 20-year-old Robert Yates, a student the College at Brockport, took the picture and tweeted it out. He was arrested and charged with torturing and injuring an animal. Shane Oliver, 20, the man who was allegedly holding the dog, was also arrested and faces identical charges.
“There are a lot of good kids at this school. Sometimes poor decisions are made. If they stop and asked themselves, is this the right thing to do? A lot of times a good decision are going to be made because they know what the right thing is to do is,” said Lt. Mark Cuzzupoli of the Brockport Police Department.
The @SUNYPartyStory Twitter account has weighed in on the matter.
Any news reporter that thinks a dog posed doing a keg stand is a worthy story needs to reconsider their career.

Brockport Police are still investigating the incident and additional charges are possible.
“There are a lot of nice people that don't always make the right decision and end up having to answer to that,” Cuzzupoli said.
