MOSCOW, Jan. 22 (UPI) -- The leader of Russia's Liberal Democratic Party told U.S. President Barack Obama to get a divorce to become a more effective leader.

Party leader Vladimir Zhirinovsky said Wednesday he is sending a letter to Obama explaining the leader should divorce his wife, Michelle, because world leaders should remain celibate to prevent them from being distracted from their duties, the Moscow Times reported Wednesday.

Zhirinovsky said former U.S. President Bill Clinton had been "ruined" by his affair with Monica Lewinsky and it was evident from the wrinkles on Obama's face that Michelle had already "got to" him.

Zhirinovsky, who is known for making controversial statements, told deputies in the State Duma earlier this month they should limit their sexual encounters to three or four times a year and he said Tuesday all government officials should ensure they weigh no more than 176 pounds.

The Liberal Democratic leader did not comment on whether President Vladimir Putin's divorce has made him a more effective leader.
