Miami-Dade Property Appraiser Carlos Lopez-Cantera said he wanted to start a fund to hold birthday parties for employees so he submitted a three-page resolution to the County Commission along with three additional pages of supporting documents, The Miami Herald reported Tuesday. Advertisement Lopez-Cantera said he received the commission's approval, but he is now working to fight a union complaint that says birthday cakes and other celebratory items are not permitted without the union's approval. "Benefits have been awarded pursuant to the program, and the employer intends to award additional bonuses or benefits in the future," the American Federation of State, County, and Municipal Employees Local 199 wrote in the Aug. 29 complaint. "It is comical that the system requires taxpayers resources be spent on this complaint," Lopez-Cantera said. Lopez-Cantera said he used money from employee vending-machine sales to fund four birthday celebrations in May, June, July and August.
