Inai allegedly forced the driver into the passenger seat around 8:20 p.m. in Kakegawa, Shizuoka Prefecture, and drove to Toyota, Aichi Prefecture, where he got off the highway because the vehicle was running out of gas.
Police said the suspect, who was unarmed, got out of the taxi and boarded a highway bus bound for Nagoya. He allegedly attempted to hijack the bus, but the driver refused to hand over the keys.
Investigators said officers had been following the hijacked taxi since the driver was able to alert them at a Toyokawa rest area. They said Inai was arrested upon exiting the bus.
