Photos show the top of the building covered in a man-made 3,280-foot mound dotted with artificial rocks, greenery and a swimming pool.
The owner of the oasis, Zhang Biqing, is the head of a traditional Chinese medicine chain.
His neighbors have complained about damage to their pipes and walls due to the construction of the rooftop garden, China Daily reported.
They also fear the weight of the garden may cause structural collapse.
