Malte Bonender, 25, a visitor from Germany, told Varmlands Folkblad, he made his discovery on a beach on the west coast, The Local.se reported.
The message was placed in the bottle in 1993 by students at a school in the land-locked Varmland province on the Norwegian border.
"I remember that we gave one of the bottles to a sailing family who were down on the west coast," Anna-Lisa Kihlman, one of the students, told Folkblad. "They must have carried out the mission!"
Bonender was able to get in touch with Kihlman. She hopes he will visit Varmland with the bottle and the letter.
"I found a message in a bottle when I was 12 so I always keep an eye on the shoreline," Bonender said.
