The video, which Expressen said was taken late July 6, depicts a police car pulling up next to another vehicle in Stockholm with spectators looking on and speeding off when a man gives a signal, Swedish news agency TT and The Local.se reported Monday.
"You can hardly believe it's true," said Gabriella Aslund of the Stockholm police. "It sounds unbelievable. Our task is to put a stop to such incidents."
Christian Agdur, head of the Sodertorn police, said charges are unlikely.
"I don't see that any crime has been committed. I see two cars driving away," he said. "I have asked my staff to find out who is in the car and then have ordered for their boss to have a word with them."
