The 21 dogs have been through rehabilitation in the department of veterinary science at the University of Pisa, the Italian news agency ANSA reported.
The university announced Friday that all have been placed in new homes.
A pharmaceutical company was using the beagles for testing. They were transferred to the university under a ministry of health program.
