Trooper Will Finn said the 37-year-old Battle Ground man was pulled over Sunday afternoon when a trooper noticed he wasn't wearing a seat belt and the trooper soon discovered the Chevrolet Suburban, which seats nine people, had been packed with 16 passengers, including 10 children without seat belts, The Columbian, Vancouver, Wash., reported Wednesday.
Finn said the motorist was issued 10 tickets, amounting to a total fine of $1,240.
