Men who mocked fire to help rebuild

GROZNY, Russia, April 9 (UPI) -- Chechen leader Ramzan Kadyrov said two men who made a YouTube video mocking a fire at an under construction 40-story apartment building will help with repairs.

Kadyrov said the two men, who posted a video online of Wednesday's fire at the Grozny City complex with voiceover of the men making fun of the incident, will be among about 250 people working to restore the building, RIA Novosti reported Tuesday.

"By the way, two residents of our republic, who posted online a video of the building on fire with their gloating comments, will take a most active part in renovating the skyscraper. They have admitted their fault and promised not to shirk from the work," Kadyrov said in an online post.

Reconstruction on the building, which is the tallest in Grozny, is scheduled to be completed by October. The building is being dubbed Phoenix, officials said.
